Bujagali Energy CFO and BoU board member appointed head of Capital Markets Authority

The Capital Markets Authority on Friday said Josephine Okui Ossiya, the chief financial officer of Bujagali Energy Limited and a board member of the Bank of Uganda, has been appointed as its chief executive, replacing Keith Kalyegira.

Ms Ossiya is the first female chief executive of the capital markets regulator. Mr Kalyegira, who has held the position since November 2013, succeeded Japheth Katto, the authority’s first CEO, who served for 16 years.

(She will join an embarrassingly unbalanced CMA board, becoming the second female member out of seven.)

Ms Ossiya has been the chief financial officer at Bujagali Energy Limited since November 2014, and has served on the board of the central bank since February 2018. She was elected as the first female president of the Institute of Certified Public Accountants of Uganda in June.

She was the chief financial officer and head of finance at ATC Ghana from May 2012 to August 2014. From July 2008 to May 2012, she was the finance director at Eskom Uganda. Before that, she worked as the financial controller at Standard Chartered Bank Uganda from January 2008 to June 2008.

She served as corporate treasurer and subsequently financial controller at Shell Uganda — now known as Vivo Energy. Additionally, she was an auditor at British American Tobacco Uganda, the National Social Security Fund, and the National Water and Sewerage Corporation.

Ms Ossiya holds an MBA from the University of Liverpool and a Bachelor of Commerce degree from Makerere University. She is a member of the internal auditors’ institutes of Uganda and the US, the Institute of Certified Public Accountants of Uganda, and a Fellow of the Association of Chartered Certified Accountants.
